The NCAA has been pushing states to ban college player props. For now, there are a few more states that allow college props in some form (20states) than those that do not allow any (13).
The following states do not allow any player props on college sports:
- Arizona
- Colorado
- Florida
- Illinois
- Louisiana
- Maryland
- Massachusetts
- New York
- Ohio
- Oregon
- Pennsylvania
- Tennessee
- Virginia
These states allow player props on college sports, but not for teams within the state:
- Connecticut
- Delaware
- Iowa
- Maine
- Nebraska
- New Hampshire
- New Jersey
- Rhode Island
- Vermont
- Washington
- Washington D.C.

One state only allows college player props pre-game:
- Indiana
This isn’t a particularly strong restriction on college player props; it simply means that there is no live, in-game betting on college props in Indiana. Prior to game start, you can bet on all the college player props you want.
These states/districts allow all college props with no restrictions:
- Arkansas
- Kansas
- Kentucky
- Michigan
- Nevada
- North Carolina
- West Virginia
- Wyoming
It makes perfect sense that Kansas, Kentucky and North Carolina allow college player props since their college teams are easily the most popular within the state. The same goes for Arkansas and Wyoming on a lesser scale. Michigan, on the other hand, has a lot of options for pro sports, but it still allows player prop betting.
